Is there any way I could control my global downloading speed in mirc.. Please let me know if there is any way I could do it.

There's no way in mIRC to limit the download speed of files received via DCC. mIRC simply isn't designed to handle dedicated downloading which requires that kind of control.

You can use Google to search for a download speed limiter and find various programs that can do it on a global level or an application level. As stated, mIRC cannot do it alone.
