You need to use a file archiving program to extract a RAR file. WinRAR and WinZip are two popular programs that both support RAR files.

As RusselB mentioned, mIRC isn't designed to be a filesharing program - nor is the IRC protocol in general. What mIRC is good at is chatting. But if you just want to share files you'll be much better off using a dedicated filesharing program/protocol.

And, for future reference, anytime you have a file with an extension that you don't know, just go to Google and search for it like this:

.rar file extension
.zip file extension
.ace file extension
.mpg file extension
.avi file extension
.ogg file extension
etc.

I considered linking to a site, but decided that it's easier for someone to remember how to use Google, if told, than to remember a site. And people often don't bookmark a site even if you tell them that it's useful. smile
