Services packages come separately from the ircd, you'll need to speak to the network admins/services root admins (SRA) to see if they can implement such changes.
Services differ from network to network so it's not possible to know whether you can or cannot do something in all circumstances. Generally speaking I've not seen the possibility to hide AOp/SOp lists from people who are also AOp/SOps, and by default people who are not on those lists cannot access them.
