Regarding the smileys: Not to my knowledge. Smileys have been mentioned several times in the feature suggestions section.

Regarding the @%+ characters, these can be changed, but they have to be changed at the server level (via the IRCd used on the server), and as a scripter, I must warn you that changing those characters may cause scripts to fail.

He meant changing the @%+ stuff to images. There are some DLLs out there that can do that by placing a custom nicklist on top of the current one, but I don't know the names of them. I personally don't want mIRC to look like IM.
