Well, I have no idea where to put this problem, so I just am gonna put it here:

When I try to set levels:

/ChanServ LEVELS #avatarrp SET AUTOHALFOP 6

It gives me a message
-ChanServ- This command is useless in this mode.

Any ideas?

This looks like a server command, as you dont list the network you want to use this its difficult to help, except to say try the networks help channel (sometimes called #help)

Actually it's a service command, since chanserv is a service not a server. With that being said, ultraviolent's suggestion as to where to find further information is correct.

set levels on

i think that should solve it, its because you're using the AOP mode.

I had to turn XOP mode off.
