Whenever I restart my computer, I get a mIRC Options box inside a mIRC Status box. I don't know where this came from, as I have never been a member of mIRC. This comes up before my desktop populates.

I tried once to download mIRC and then uninstall it, thinking I would get whatever this is I get at start-up. Didn't work. mIRC is not listed among my programs when I go through Settings to the Add/Remove Software page. I can't find these files using "Search."

Does anyone know what these files are named and how I can get rid of them?

This sounds like a virus to me, you have similar problems to other people with infected computers. Run a few antivirus scans.

You can find a free online virus scan here, use it even if you have another anti-virus program already, this one detects some viruses that others don't.

There are many trojans that drop a copy of mIRC as part of their payload, do as Collective suggested. Be sure to do some research on whatever the scans find, as some of them will require you to do some additional editing beyond what the scanner's removal can do.
