I am requesting files and they are trying to send to me but I keep getting a failure notice. Any help is appreciated.

Problems with dcc connections are usually on the senders end.
In case they're using passive dcc, open a few ports in your
firewall, forward the same ports in your router and set mIRC
to use those same ports. 10-20 ports should be enough.
