mIRC is not in any way connected with any IRC network. Whether you register on mIRC or not will never have any affect on what happens on a network.
What is probably true is that your entire ISP is banned for one reason or another. Please check their website for contact information and you can find out why. Or just use another network. People seem to be having a lot of problems with Gamesurge g-lining them lately (just search this forum for "gamesurge" for the past 2 months and you'll see what I mean).
