When I set the topic on my channel, it can only be seen by the people on the same server as I'm connected with (Random German server @ Quakenet). So, when I connect to a Random Swedish Server, I can't see the topic anymore.

I don't know whether this is normal, but is there a way to make the topic public for all to see?

Hi Ancestor... sounds like a problem with the server you're on. Try contacting one of the operators (/admin or /stats p) to see if they can help.

Another quick thought... your channel is prefixed with the pound character (ie: #foobar), and not "&" or "+" correct?

yes #channel, I didnt even know i could have &channel or +channel ...

On some networks, channel topics are stored on the local server, and when that server has no users, it forgets the topic. This is why after netsplits channels frequently need to refresh their topic for all users to see it. Unfortunately, there is nothing you can do about this, other than regularly refresh your topic, and try to keep your ops spread out across as many servers as possible.
