At first, we noticed, that ame was not working. For example, I sit on #scripting,#foo,#bar. I do /ame fooo, it sends it only to #scripting (it's a first channel on my whois display).
Debug info : -> irc.le.lt PRIVMSG #scripting :ACTION foo
I tried /amsg then, the effect was the same.
Then I tried /raw PRIVMSG #bkai,#scripting :ACTION foo
But even then I got it sent to only #b-kai. I tried the same command on 6.16, it worked. Maybe the problem is with UTF-8? (raw stuff).
And /describe #chan1,#chan2 foo also sends action only to #chan1.
I've got the version from this site, 6.17 for sure. We have tried several mirc 6.17 clients, and, weird, but one had a working /ame /amsg and other. Other 9 or 10 clients did not work.
By the way, the text is being printed, so many users are not aware of this problem, as they see it printed, but do not know it is not sent.
