i dont understand 1 thing

if local oper (server, not network) klines or glines someone
isnt that command then restricted to HIS server and not whole network?

bcoz on QuakeNet theres 1 oper who is according to their website server oper, and he klined 1 user but he was klined on whole network confused

K-lines are local (for one server), g-lines are global (for the whole network). Your friend apparently got g-lined. All of the QuakeNet opers can do that.
