Personally, I've not had any problems running mIRC using WINE, but just thought you should know that some people have reported problems doiing so.

There are also several 'bots' for connal control ect (eggdrop,energymech,etc) that support tcl and tcl/perl/etc respectively. tcl is a faily easy language to master but not as powerful as perl, perl is harder but for an irc bot/client all its functionality is not really needed anyway.
