mIRC can connect to any port.

But what ports are open for specific server depends of that server.
Most used portrange is 6660-7000.
Check the website of network you are trying to connect.
Most probably they have such information there.

Remember that if your college is purposely blocking mIRC (no other reason to block 6667), then trying to get around it in any way can get you expelled if they catch you. Also, note that most colleges (at least in the US) have some form of statement that says that the network is for educational purposes only and usually has some terms explaining what that means. This basically means that you're not supposed to use the network for any other things (games, chatting, downloading, etc). If they choose to enforce it, you can get into a lot of trouble for doing anything not school related on the network. Most don't, but it is something to consider.

You can include Canada along with the US regarding colleges/universities having a statement restricting access to the educational facilities computers to educational purposes only. Some colleges/universities in Canada will permit you to connect your own personal computer to the network and will open the required ports to your computer, but this has to be requested in writing, and is granted at the administrations option and can be revoked at any time for any or no reason.

Ask your IT/IS department.
