You can try submitting it anyway. It's up to Tjerk whether it gets added or not, though I should imagine not having a website makes it have less of a chance, yes. A serious IRC network that plans to be fully commited to its cause will have a website.
If you plan to make one in the future but you just don't right now, there's no great rush to submit it, you can submit at any time.
