Is it possible to put mIRC on a website so you can talk over a website in a browser?

You cannot put mIRC on a website, no. You can use irc:// links to link an IRC network/channel, provided the person clicking the link has mIRC, with chat links enabled (on by default) it will work.
Otherwise you'll need a
java client
.
