I see that this feature is in Option < Display < Options < Windows ... but when I click on an option, the transparency settings do not become active or enabled. Is there something else I have to click... or could this maybe be a suggestion that needs to be included in the next version.

You could use /setlayer on the window, for example:

//window -d @test | setlayer 100 @test

Transparency can be used on Windows 2000 and above...
Maybe the problem is there?

No it wasn't removed, it was changed to only affect child windows and not the main mIRC window.

No, it won't work on the main mIRC (MDI) window anymore. You can still use it on other windows.
