I think it would be a channel modes issue, either +m for moderated or +b if that user is banned. They wont let users send messages to the channel. So if +m is set make sure it's not set. Or, voice a user by /mode #clanh4h +v <nick>.

Some networks also have the M channel mode which make
unregistered or unidentified nicks moderated on the channel.

H4H_Hitman if you type /mode #clanh4h
it should show in your status window which modes
are set for that channel.

look at the top of the channel window , there it says your channel name "#mychannel" and next to that the number of users [5] and next to that the channel modes...... [+nrt] those are the channel modes there for a channel i am in.... something like that. So knowing your modes helps , now look and see if theres a #services or #help channel on the server , someone in there might be able to help. And also you can keep posting here to get help.

Edit: My wife just gave me this text. Perhaps it will help a little... and this is just an idea and NOT the only options there are.
These modes each have a unique function, while some are used more often than others.
The list of available commands at your disposal as a channel op are: +n, +t, +m, +s, +p, +i, +l, +k

+n = no outside messages - Syntax : /mode #chan +n
+t = only ops set topics - Syntax : /mode #chan +t
+m = moderated channel - Syntax : /mode #chan +m
+s = secret channel - Syntax : /mode #chan +s
+p = private channel - Syntax : /mode #chan +p
+i = channel invite-only - Syntax : /mode #chan +i
+L = Channel Limit - Syntax : /mode #chan +l <max # of users>
+k = Channel Key Required - Syntax : /mode #chan +k <key word|phrase|number>
** NOTE ** When /invite'ing a user to a +k channel you need to send them the password in a separate /message.

Ok thanks for the heads up. At the top it says this [+mntz]. Does that mean anything?

it means the channel is moderated for one [+m] .... that prevents any user without (correct me if im wrong here folks) either a + (voice) % (half-op) or @ (op) status can not send messages to the channel. So try /mode #channelname -m ..... that will remove the moderated status and should fix that problem.

Edit: Sorry , also you can double click on the channel window and a popup will appear.... there are some of the more basic channel controls right there in that popup. Just uncheck the "moderated" option in there and thats the same as the command given above.

Yes, it means anyone who is regular user (does not have voice or higher status) will not be able to talk.

Either type /mode #channel -m for everyone to speak.

Or /mode #channel +v <nick>

To only let certain users speak.
