Ok so I use Windows XP and I have the Service Pack. I don't have a router but I have the Windows Firewall on, but I made it let IRC connect. So I was trying to download a file and this is what I was told to type:

1. /dccserver +sc on 59
2. /mode Scorpio -x
3. /dcc ignore off

Then I just typed the xdcc send command, but everytime I did this it always said last chance for "/dccserver +s on 59" and then it said connection failed. I asked several people and they couldn't figure out wha the problem is. My IRC is automatically set to listen to port 59 so why does it say I need to be in port 59?

Another thing this problem never happened before I got Servie Pack 2, but after I got it this started happening.
