how would i write a script so when someone (lets say joe) /whois's me, it starts a timer(i know how to do that), lets say the timer is 2 minutes, if they /whois me again within those 2 minutes, it activates a command. but with exceptions so lets say joe does a /whois on me, and then tom does a whois on me, it will start a new timer for tom. while keeping the previous timer active, basically so if someone /whois's me they cant /whois me again in 2 minutes without consequences.(if this is even possible), yes i know a /whois is harmless....but my server mainly consists of my friend, who like to have fun by /whois'ing me 20+ times in 5 seconds, so this is my way of having fun with them.....when i'm afk

This all depends on whether or not you are able to detect the whois or not. Not all networks support that...
