This just means you need to enable identd. If you have a look, there is a sticky thread at the top of this forum entitled 'enable identd' - you may wish to read it for lots and lots of info on how to enable it. You may have configure your firewall or router (if you have one).
The URL in the AKill message has a typo, presumably because of a limit of the length of the message, however, the actual URL to DALnet's Ident FAQ is
http://kline.dal.net/exploits/ident.htm - it's a good idea to read over it.
