Ok, I found the problem and good us it's not mirc. Hell, it's not even a PROBLEM. What happened was I installed win2k on this computer when it was new (which is a first for me so I wasnt ruling that out). Second, I installed TweakUI Powertoys for win2k (which is NOT new except for thre 2k stuff). Third, I (through exploring) found a setting in the win2k Powertoys under the tab GENERAL for
Prevent Applications from stealing Focus. Under that are 2 dots; one for
Flash taskbar button until I check it (now checked and solved the problem) and
Flash taskbar button "X" times (which was dotted before). After removing the check from
Prevent Appications from stealing focus (not that they did beforehand unless I misunderstood what it does) and switching (just in case) to
Flash taskbar button until I click it, the issue has resolved itself
