The reason that the IRC/mIRC FAQ doesn't include help on channel management is that each network has it's own policies, default modes, services etc. It would be impossible to include these for each network in a generic FAQ. The best thing to do is find out what services are available on the network, and then visit the help channels there for more info. If services are available, you could also type /chanserv help and /nickserv help for a list of basic commands.
