There are some problems with $url in 7.57

Tested under Windows 10.18362.329

1): $url is broken under Chrome (latest version - 76.0.3809.132).
2): $url not working (tested in all browsers) if the active URL is: http://localhost or http://localhost:PORT or file:///c:/path/filename
