I will add that Windows 10 kind of makes the need for this functionality moot-- at least if you are using the "pin to taskbar" feature.

If you just pin mIRC to the taskbar and disable the minimize to tray functionality, you can ensure that clicking the taskbar button will only ever load a single instance of mIRC (and activate it if it is already running).
