I don't share that opinion. It is a bug for me too as long as there is no possibility to disable this annoying "always on top"-behaviour as default for the logviewer.
That's not a BUG, that's either a design flaw (at worst) or a preference choice (which may never be resolved). just because you can't make it not have sole focus doesnt mean it isnt working properly. Furthermore, just because it can't do what you want doesnt mean it's a bug.
