Sometimes when I get disconnnect from my network mIRC tries to reconnect but forgets to use SSL so I get disconnected until I tell it to use ssl via the +.

Here it is in step by step:

1. I issue the command: /server -e chat.freenode.net:+7000
2. Everything is happy and connects.
