Answer: Under the circumstance where the user wants it to happen. Clearly Microsoft thinks it should be possible, since your bug is caused by WINDOWS (not mIRC) handling the WM_SCROLL events. Unless you're going with "Windows behaviour is wrong", this is all the justification that is needed. If you're actually saying Windows is wrong, you should take it up with them.

If you don't like the answer, fine. But stop asking it over and over like a damn broken record, the answer isn't going to change.
