Bringing up suggestions over and over again does not mean that Khaled is willing and/or able to implement the suggestion. Smilies are an excellent example of that, as they've been brought up so many times, I don't even want to perform a search. Since smilies have been incorporated into so many other programs, a lack of ability to incorporate them probably isn't even worth the time to think about, never mind mentioning.
If Khaled thinks it's a good idea, then he'll implement it. If not, then not.
