on most IRCds there are 3 or 4 types of clients (not counting server connections)
regular users
IRC operators (o line) (local to the server)
IRC operators (o line) (global to the Network)
Admin (a line I believe, been a while since I thought about it) usually has multiple abilities like oaAg blah blah all meaning the server will allow the client to do specific things
