Its "Raw events" from mIRC`s Help. Its a little bit complicated, but you can try it and ask again if wont succeed.

I know how to use RAW 311 and 352, but do not know what to do to compare data and take for example that make a / whois nick automatic take me ips that have the range 99.45 . *
