because people use jspoof.dll to spoof mirc on servers where mirc is not allowed to regular users.. i am trying to find a way to stop them but all my attempts thus far have been futile...

Sorry about your luck, but there is NO way to detect if someone is using a specific .dll or not. Your only choice is: ask them.
