It's a compressed archive, you can use WinZip or WinRAR or
whatever to open it, I think even WinXP will open it actually.

bin is a binary equivelent of a cd. It is the exact replicate of the CD all rolled up into one file. The .cue is the file cd burning software (like Nero) reads to know how the file should be burnt.

If you have nero, look in the help on how to burn bin cue files. Usually, its a matter of going through the instructions and then select "burn image". From ther,e just select the file you want to burn. Again, all depends on the software.

i have nero, what your saying is to look how to burn a .bin to a cd?

Correct.

Since you have nero, you should have an item in your start menu (under "Ahead Nero") called "Nero Express". Run that, and in the list look for "Burn Image". From there, select the cue file and begin. The wizard should guide you right through it.
