Most networks have what are known as services. Usually the room service is called ChanServ though there's a few other names, depending on the network. If your network has ChanServ (a whois will indicate this) then try /cs help or /msg ChanServ help.

Many networks also have official help rooms where you can gain assistance from more experienced chatters.
