Forums Scripts & Popups overlay script for twitch chat

I am looking for, or looking to make script to create a transparent always on top overlay with click through and color options for relaying twitch irc chat to the overlay so it viewed at all time while in game. I read that .dll is required for click through. However I haven't been able to track down the required .dll
