Easy solution - don't use open proxies.

Using any proxy to connect to IRC is merely an option you have. It's not a default setting. Unless you have enabled the feature then you probably arn't using one and the k:line you copped is wrong. If you feel that you are not using proxies to connect to IRC then you should email the Administrator of the IRC network you wish to use and advise them of your problem.

well I still have not fixed the problems because I think it got something to do with my router. I am using WinRoute

I also found this and I have tried everything but still nothing.

WinRoute is not configured correctly then. You have to read the destructions and 'plug the holes'. Beware too, WinRoute is a top-notch proxy server however if you do not configure it correctly it will allow bad people to 'bounce' off YOUR internet connection and do bad things, for which you will get the blame.
