Sounds like the school blocks the IRC ports. You can talk to the system administrators at the school to see if they are blocking IRC ports or not. If they are, then you can ask them to open those ports. Please note that most schools that block IRC ports do so, because the school network is meant for learning purposes.
We will not assist you in trying to get around the blocks if they exist.
