Commands for ChanServ, as said, differ from network to network. Therefore, the info on that page may not apply to the network you are on (for example, some of it won't work if you're a DALnet user). The best thing to do is go to your network's #Help channel (or equivalent) and ask them for info. Almost always you can use /chanserv help and/or /msg chanserv help for a command list, syntax and description.
Go to the network's website too, they may well have online documentation to further describe how to use ChanServ.
